Audit Requirements

Incorporated 

Associations Act 2015

Whether an audit or review is required for your association will depend on the financial tier and the club’s Constitution, the requirements of which are contained in Divisions 5, 6, 7 of Part 5 of the Associations Incorporation Act 2015 (Act).

 

Under the Act, no audit or review is required unless:It is a requirement of the constitution or by the members as a special resolution, or unless the majority of members agree and it is required due to a requirement under the terms of the club’s funding agreements, leases, banking or licence.

 

The majority of members at a general meeting must pass a resolution that an audit will be completedThe association is directed to do so by the Commissioner.

 

Under the Act, a review of financial reports is required.

 

However, No "audit" is required unless:It is a requirement of the constitution or by the members as a special resolution.

 

A requirement under the terms of the club’s funding agreement or licence

Tier 1 

 

Tier 1 (Revenue of less than $500,000 with respect to a financial year).

 

In many constitutions (for closed membership clubs) this need only be a Special Purpose Report, including the balance sheet and profit and loss for the year.  

 

Tier 2 

 

Tier 2 (Revenue of $500,000 but under $3,000,000 with respect to a financial year)

 

In many constitutions this need only be a Special Purpose Report, but it will include the full financials of the association.  

 

Tier 3 

 

Tier 3 (Revenue of more than $3,000,000 with respect to a financial year)

Under the Act, an audit of financial reports is required. This requires a certified and qualified auditor who will then provide a report for inclusion in the Annual Report to members.
